Kathryn (Kate) Fulton is Senior Vice President of Government Relations and Public Policy for H&R Block, leading the company’s legislative initiatives at the state and federal level. Fulton joined H&R Block from Barclays Capital where she was the Director of government relations and public policy.
While at Barclays, Fulton managed critical governmental issues for Barclays Capital, BarclaycardUS and Barclays Global Investors, including the company’s U.S. response to the financial crisis, and legislation involving credit card practices, mortgages, and taxes.
Prior to Barclays, Fulton oversaw the government relations initiatives for General Electric’s financial services businesses. She also served as Director of the Office of Legislative Affairs at the U.S. Securities and Exchange Commission. Prior to joining the SEC, Fulton was a Vice President in the government relations group of Morgan Stanley in New York.
Fulton holds a bachelor’s of arts degree and graduated magna cum laude from Amherst College.
